Description of the issue:
In this specific S2 Level 14 cell, there are currently 2 active and verified PokéStops present in Pokémon GO for over two weeks, but the cell has failed to promote one of them into a Gym. Both stops occupy separate Level 17 cells within the exact same Level 14 cell. An in-game description edit for “Çardak” was recently accepted, but daily sync cycles still haven’t triggered the promotion calculation.

You don’t get a gym for each pair of wayspots. There is already a gym at Park (39.979381,32.803837) and you will need a further two wayspots to get a second gym.
There are no problems, and nothing needing review, triggering or manually syncing.
If you are using anything other than the official wayfarer/submission map to look at wayspots, then you cannot rely on the accuracy of what it shows.
There is nothing wrong with the density and inclusion rules at this location. Please note that PokéStops and Gyms are determined by Pokémon GO through an automated process and are free of any manual control.
